Microcar nut — er, enthusiast — Perry Watkins is at it again: he's built a street-legal auto from a children’s coin-operated amusement ride. Watkins, who holds the record for the world’s lowest car, claims his micro machine is the world’s smallest car, and we don’t doubt it.
